A surprise alliance that rewrites the script
A developing partnership between Airbus and Sweden’s Saab is increasingly looking like more than a secondary development: it may prove strategically transformative. Away from public view, engineers and negotiators are considering a common future combat aircraft alongside swarms of AI-enabled drones. Such an outcome could marginalise the competing GCAP/Tempest programme and reshape Europe’s defence landscape.
For years, Europe’s next-generation fighter ambitions appeared firmly divided between two blocs. The Franco-German-Spanish FCAS programme, led by Airbus and Dassault, occupied one side. On the other was GCAP, frequently referred to as Tempest, led by the UK, Italy and Japan, while Sweden had long been considered a prospective partner.

Talks that began in late 2025 have centred on two areas: a crewed next-generation fighter and a family of Collaborative Combat Aircraft (CCA), drones intended to operate in formation with a piloted jet.
A serious Airbus–Saab tie‑up would not just bolster FCAS. It would directly undercut GCAP, potentially denying Tempest Swedish technology, funding and political weight.
The implications are considerable. Should Stockholm commit more closely to FCAS, it may indicate that European airpower’s centre of gravity is moving from the UK-led grouping towards a continental alignment built around Germany, France, Spain and Sweden.
Why Saab suddenly matters so much
Saab lacks the financial scale of major US defence contractors and even some of its European counterparts. However, it is known for efficient, rapid innovation. Its Gripen fighter range, its contribution to Boeing’s T-7A Red Hawk, and the Arexis electronic warfare (EW) suite each demonstrate a similar approach: capable engineering delivered quickly and at comparatively low cost.
Germany’s choice to fit Saab’s Arexis EW system to upgraded Eurofighters marked an important moment. It gave Airbus a direct understanding of Swedish capabilities in jamming, sensors and software-led avionics.

These are all areas in which Europe’s large traditional programmes can struggle, often because of complex governance structures and slow decisions. Bringing Saab into FCAS would offer Airbus a means of introducing greater pace and flexibility into a substantial industrial structure.
FCAS versus GCAP: two competing futures
Any potential Airbus–Saab arrangement is shadowed by the GCAP/Tempest programme. London has presented Tempest as Europe’s most advanced sixth-generation fighter, combining UK stealth expertise with Italian electronics and Japanese manufacturing capacity.
Sweden was initially approached as both a partner and a possible future customer. A move towards FCAS would damage that strategy.
If Stockholm formally joins FCAS, GCAP loses not just a technology partner, but also a northern European launchpad and a valuable signal of pan‑European buy‑in.
This has consequences for future export efforts. European air forces and NATO partners routinely consider political alignment as well as aircraft performance. Clashing design philosophies in the cockpit
Airbus and Saab approach air combat differently, and that divide is evident in their preliminary discussions.
Airbus supports the concept of a large, twin-engine “quarterback” aircraft. The jet would combine powerful sensors, substantial weapons loads and advanced computing to direct a surrounding group of drones. Its vision focuses on achieving air dominance in contested airspace and conducting long-range missions.
Saab’s traditional philosophy is nearly the reverse. Gripen was conceived as a light, manoeuvrable aircraft that could be maintained close to the edge of a conflict zone. Swedish doctrine anticipates that runways could be destroyed early in a war. Aircraft must therefore be able to fly from road sections or dispersed bases, with small support teams and limited equipment.
A possible compromise in metal and code
The central question is whether these approaches can be combined within one FCAS design. Industry discussions have raised several possible models:
- One fighter airframe, with Swedish involvement creating a lighter, more modular version for smaller nations.
- Shared common systems – radar, EW and mission software – fitted to somewhat different airframes designed around each country’s doctrine.

The Airbus–Saab relationship can only succeed if the governments involved reach alignment. Sweden has recently joined NATO, changing its defence posture. France, Germany and Spain face pressure to prove Europe can deploy advanced fighters of its own rather than routinely selecting the US F-35.

Saab’s background in EW and affordable design could have a major influence on this part of the programme. Small, attritable drones require resilient sensors and jammers that remain affordable even when aircraft are lost in combat.
If Saab takes a lead on CCA payloads and electronic warfare, FCAS could field a credible drone ecosystem earlier than its rivals, giving it an advantage in real operations and export pitches.
The current indicative FCAS timetable anticipates drone swarms entering service around 2032, well before fighter fleets begin replacing Rafales and Eurofighters in significant quantities. That schedule would allow Saab to provide visible capability improvements early, helping to build political backing in Sweden and internationally.
A tight calendar and a crowded battlefield
Timing has historically been a major weakness in European defence programmes. Lengthy delays create opportunities for the F-35 and, increasingly, for less expensive aircraft from countries including South Korea and Turkey.
The already demanding FCAS plan must now absorb a new partner without losing momentum:

Airbus embodies a centralised approach built on a small number of large prime contractors, major assembly lines and top-down political support from powerful states. Saab represents a more distributed model, relying on smaller teams, modular equipment and high-end technology made affordable for nations with restricted budgets.
If the partnership works, it could create a hybrid model where big‑nation funding meets small‑nation agility, with lessons for naval and land systems as well.
A successful partnership could push other programmes to become more open and distribute work more widely across Europe. Failure, by contrast, would strengthen arguments that Europe should either purchase American equipment or retain strictly national projects for critical capabilities.
Key concepts and what they mean on the battlefield
Electronic warfare and collaborative combat aircraft are the two concepts at the centre of this development. Although the terms can sound technical, they may determine how future conflicts unfold above Europe.
Electronic warfare (EW). This includes jamming hostile radar, misleading missiles, spoofing GPS signals and defending friendly platforms against the same threats. Saab’s Arexis suite, for example, can blind radar systems or display false targets, allowing fighters room to manoeuvre or retreat.
Collaborative combat aircraft (CCA). These drones “team” with a crewed fighter. During a crisis near NATO’s eastern flank, an FCAS aircraft might send several CCA ahead to absorb enemy missile fire, carry electronic-attack pods or discreetly survey hostile locations. In practical terms, this combination would enable air forces to protect their limited numbers of costly crewed fighters while still operating forcefully against dense air defences. It would also place adversaries under continual pressure, forcing them to judge whether a radar contact represents a valuable fighter or a less valuable drone.
Risks and scenarios if GCAP loses ground
If the Airbus–Saab partnership develops further and FCAS secures Swedish support, a number of outcomes become possible:
- GCAP refocuses as a more concentrated UK-Italy-Japan programme, placing greater emphasis on exports beyond Europe, particularly in Asia-Pacific.
- Some smaller European countries support FCAS for political unity while continuing to purchase specialist capabilities – such as sensors or missiles – from the GCAP camp.
- Budgetary pressure grows as nations confront the expense of both high-end fighters and large drone fleets, creating difficult decisions between national schemes and joint ventures.
Fragmentation presents the greatest danger. If FCAS and GCAP both progress slowly without sufficient funding or partners, Europe could be left with two undersized, overpriced programmes competing for the same limited group of air forces. The F-35 would then remain the default choice for many NATO members.
The Airbus–Saab initiative seeks to avoid that outcome. By bringing Sweden fully into FCAS and possibly diminishing GCAP, Airbus is wagering that a single stronger European programme has a greater prospect of success in a market dominated by the United States and, increasingly, China. The outcome of that wager will influence how European pilots fight – and which aircraft they use – from the 2030s onwards.
